National Spatial Data Infrastructure Promoting Association
1.Committee Activities

(1)Steering committee

The committee has been carrying out the following activities for the past five years. These activities - which are centered on diffusion and education - were designed to pave the way for the next stage, which is to prepare and manage the appropriate environment. The committee will place these activities at the center of its focus, and thereby attempt to present visual outcomes to the members and to the general public.

1.1 Core data shared by government and the private sector

The private sector shall make a proposal to the Core Data Working Group of the GIS Government-Private Promotion Association in relation to the specifications for the core data to be shared by the government and the private sector. Such specifications for the core data are considered to be socially necessary, and are to form the foundation of spatial data that are freely available to both the government and the private sector. The committee shall also examine the legislation in this area from the perspective of spatial data distribution. Two working groups made up of members shall be set up within the Steering committee to carry out the examination.

1.2 GIS Cyber Fair (private clearinghouse)

The fair will showcase how the private clearinghouse - which has been under examination until now - ought to operate. At the same time, the fair will also provide demonstrations on positional guidance in relation to all spatial data that can be used with GIS taking into consideration the people who will begin using GIS in the future. In other words, the fair will not only provide demonstrations regarding positional guidance on a map. Furthermore, the fair will also provide a comprehensive portal site concerning GIS, and will give an opportunity for users to experience GIS. To examine and discuss these tasks, the Steering committee will set up a working group within the committee, which is to be made up of members with the help from all committees.

2 .Activities of various committees

2.1 Research committee

The committee shall hold a meeting once every month or so to examine the following activities.

1. Supporting the Working Group for Examining Legislation

The Research committee shall provide support to the Working Group for Examining Legislation, which is to be set up under the Steering Committee in such areas as organization of topics, putting together of issues, etc., in relation to the necessity of a new legislation. Furthermore, the committee shall also investigate the current state of GIS promotion laws in various countries when required.
     
  2. Supporting the GIS Cyber Fair

The committee shall provide support to the Working Group for Examining the GIS Cyber Fair - which is to be set up under the Steering Committee - in relation to the various types of information to be linked to the various sections of the fair, as well as to the concept of various sections concerning the setting up of a portal site targeting the general users.

2.2 Technical information committee

1. GIS Preparation and Servicing Promotion Liaison Conference (provisional)

GIS is increasingly being promoted in the central part of Japan. Along with this, the role of regional areas is becoming more significant. At the same time, it is essential to widen the scope of NSDIPA's activities to the regional areas and to reflect the voices of the regional areas in the activities of NSDIPA in order to promote and diffuse GIS further. Accordingly, the committee will communicate with various GIS promoting organizations in the regional areas to organize liaison conferences, provide places for exchange of opinions, conduct joint seminars, etc., in order to strengthen the links between these organizations, and to make proposals concerning policies as much as possible.
     
  2. Links with domestic GIS organizations

GIS is quite significant in its scope, and hence relates to a wide range of application and elementary technologies. Accordingly, the committee shall strengthen the links with related organizations by setting up places for exchange of opinions, conducting joint seminars, etc., and shall make proposals concerning policies as much as possible.
     
  3. Research into location-based services

In order for NSDIPA to understand the current trend in GIS technology, the committee shall carry out a study and research in relation to location-based services - the hottest topic at the moment - and shall make reports about the study and research.

2.3 Overseas information committee

The committee shall hold a meeting every two months or so in continuance of the practice from the previous year, and shall examine the contents of the following activities.

The committee shall send an observer to the OGC TC.

  2. WebMapping 2001 (provisional name)

Following the holding of the event last year, WebMapping 2001 is scheduled again this year. The event is likely to receive cooperation from OGC in terms of lectures, as well as cooperation from Japanese member companies, etc.
     
  3. Translation of overseas documents

The committee plans to translate documents that are considered to provide important information about overseas, and the translated documents are scheduled to be provided to the members.

2. Secretariat

The secretariat plans to support the activities of the various committees outline above, and will work on the following activities carrying on from the previous year.
