National spatial data infrastructure should comprise geographical information that is readily open to the pubic, inexpensive and be re-saleable. Usage of this data infrastructure is expected to bring about various types of direct and indirect efficacy. In particular, there is strong anticipation of creation of information with high values, creation of new industries and establishment of various information services using electronic space.
To realize this, it is necessary to make the data infrastructure a social infrastructure by preparing foundational information and by servicing the environment in which such information can mutually be used.
